Looks to be malformed again.
It seems like you were using double-spaces as column separators which is not to spec. Single-space only.
After doing a Find/Replace in Notepad, the GCP file seems to be well-formed:
Also, I see in your google drive the gcp file is not named properly. It needs to be named gcp_list.txt to be used properly.
