Do you have a particular example of what CRS you are concerned about?
Yes, UTM 15N (32615) to Texas North Central State Plane (6584) When the conversion is done properly ( geodesic transform ), the whole image should move ENE about 1.5 Meters. Thanks in advance. If you use GDALWARP, you need to employ the 7 factor Helmert transform. Thanks in advance.

This image set happens to be a park in El Paso TX, but it shows the same problem. The image file shows the EPSG. They lay on top of each other in QGIS. The error is 1.4 m ESE from an RTK measured Check Point. Forgive my earlier comment, the position correction should be WNW between the NAVD88 and WGS datum position. I have verfied this error at numerous locations across the US and it is consistent.

I’ll be happy to do this. I think I know the answer and it involves to an explicit transform using the -ct command in gdalwarp.
