Photoshop error when opening DSM file. "unsupported bit depth"

When I try to open the tif files located in the DSM folder, Photoshop (the newest version on CC)… it says the tif file “uses an unsupported bit depth” and I’m not sure what program to use to open the file…

Ages ago the developer of Paint.NET did some really awesome work making sure that it would respect and work with most GeoTIFFs, without ruining their metadata.

That’s always an option as well, but as Stephen hinted at, what you’re working with is raster geodata, not a regular image (despite being a TIFF). Photoshop is not the right tool, and neither are pretty much every other image editing software.
