What is now possible or might need to be developed to allow identifying gaps in photo sets and then generate a flight plan that could be exported to a drone or provide enough info for manually capturing photos to improve the quality of the resulting 3D model? Since flight plans for generating 3D models typically use generic flight plans that might not properly accommodate special features or geometry, could a preliminary reduced set of photos at lower resolution be captured to create a low resolution model that could be used to then create a secondary details flight plan that can capture all needed details for a better 3d model? Any thoughts or suggestions?

Absolutely. If your flight planner allows the use of a custom digital elevation model, you can use the digital surface model from a prior flight to plan a subsequent flight. I believe there are flight planners now that can do even more clever things than this, but with essentially this approach as the underlying basis.
But, I’ll let other weigh in on the state of the art with flight planner features.
What are some of the better flight planners (Free and paid) that might be best suited for generating flight plans for 3D models of facilities? Is anyone aware of planners that can use an existing model to develop optomized plans to better capture missing or low resolution areas?
