Cannot create virtual machine error

Hi! Could somebody help me address the issue with the error log that’s found below. I have no idea how to get around this. Hope someone can assist. Many thanks!

Try installing Docker Toolbox manually. https://github.com/docker/toolbox/releases/download/v19.03.1/DockerToolbox-19.03.1.exe it looks like a program needed by the application is not available.
